The state code allows the City to lay out, close (to traffic), improve and otherwise establish its city street system, and also to regulate and control the operation of vehicular and pedestrian travel and traffic on city streets. Within the City Code the City Council has delegated administration of these functions to staff. Under section 2-154 of the City Code the City Manager is charged with the general supervision and control of city streets. Additionally, the City's traffic engineer, subject to the discretion and approval of the city manager, has the authority to establish on city streets devices for controlling traffic as deemed necessary. Neither of these provisions requires a particular measure to be presented to Council for consideration.
